Vice-President Scott A. Robin is an attorney specializing in the practice of communications law, representing local governments in the area of cable television, communications and wireless services, rights-of-way management and federal administrative litigation. He also represents homeowners’ and condominium associations and developers in preparing and negotiating bulk service agreements with providers of cable and video services. As chair of the chapter’s Legislative Committee, he has played a key role in local, state and federal legislative efforts. He has co-authored many publications on communications law, and is also a member of the Federal Communications Bar Association. Mr. Robin received his B.S.B.A. in Finance from the University of Florida, his M.B.A from Florida International University and his J.D. from the University of Miami School of Law. |

President David A. Frye has been a professional communicator for more than thirty years. A native of Akron, Ohio and a graduate of The University of Akron, Frye started in radio, moving to local TV news and then on to cable, where he established and managed access facilities in the Akron area for (Time) Warner Cable. Although the majority of his career has been spent in video production and media—including sixteen years running his own independent production company—in recent years he joined the public sector, serving as Cable Television Coordinator for Palm Beach County. He has now come full circle back to production, working with the county’s government access channel, PBC TV. He lives in West Palm Beach with his wife, the artist MAG. |

Treasurer Garth Ashpaugh has been engaged in utility matters and regulation full-time for over twenty years. His previous experience includes consulting since 1991 and working as Audit Supervisor with the Missouri Public Service Commission. He has a BS, Business Administration, from the University of Missouri, holds licenses as a Certified Public Accountant in the states of Missouri and Florida and maintains professional affiliations with the Florida Institute of Certified Public Accountants, American Institute of Certified Public Accountants and National Association of Telecommunications Officers and Advisors, for which he serves as a Director. |

Board Secretary Tom Hanson hails from central Ohio and lived in SE Michigan for 17 years. He has been producing video for non-profits and government for over 16 years, having first served as in–house producer for the Detroit civil and human rights organization, Focus: HOPE, and then as producer/director for the nationally recognized PEG station, City Cable 15 in Southfield, MI. From 2004 to 2006 he served as Executive Director of the Birmingham Area Cable Board (MI). He received his B.A. in Communications from the Ohio State University where he achieved a dual-track degree in Media Broadcast and Telecommunications. In 2006 he happily moved his family to the City of Palm Coast, Florida for the honor to serve as Video Production Coordinator for the city’s new municipal channel, PCMA-TV199, which started its programming on January 2, 2007. |

FLATOA is the Florida state chapter of the National Association of Telecommunications Officers and Advisors, also known as NATOA. The organization was registered as a non-profit corporation in 2004, and is dedicated to serving the interests of local governments statewide on all telecom-related issues. |
